I think the original issues was caused by the bug in the camera config tool. The settings it applied to the camera were inconsistent wrt networking and on boot up, the camera would decide to factory reset.

As for the unresponsive camera, have you tried unplugging it, pressing and holding the reset button, then insert the power and continue holding the button until the LED ring on the camera goes amber -- potentially even longer? I've never seen one that wouldn't factory reset. If this is not successful, you may need to visit the Axis site and look for firmware downloads and follow the directions associated with putting new FW on the camera.
