After multiple attempts to calibrate:
Changed out PWMs for new ones....still didn't calibrate
Then
Changed out jags for two good ones that had been previously calibrated...still didn't calibrate

Ideas? Would like to figure out the problem because it is kind of tweaking our drivers a little bit (I suggested changing the power wiring and have been told it is a 'non-factor' their latest new terminology...)
Try reversing the PWM ports on the DSC (that is, switch the PWMs to the non-functional Jaguars over to the PWM outs of the ones that do work). If this works, then those specific DSC output pins are bad.

What exactly did you mean by "didn't calibrate"? For FRC, Jaguars' default factory calibration is acceptable for drivetrain use.
