Having dealt with problems like this myself on occasion, I'd recommend including any codecs/programs/etc. that are needed to view your submission on the disk, as long as the license that you have for the software allows you to do that. If the program you want to use would require FIRST to buy a copy of the same program in order to view it, I'd recommend looking for something different to use.
