You can run ANY motor through ANY circuit breaker slot.

However, you may want to run those motors that car actually draw 40 A or more through 40 A breakers.

What that means is, motors that cannot draw 40A do NOT need 40A breakers. So take a window lift motor and run it through a 30A instead, for example.
