The proper way to determine fouls would be to use both pre-foul and post-foul DPR (Defensive Power Rating) metrics. Find both DPR numbers, then subtract the pre-foul from the post-foul number to determine a foul rating. I think this will find the few teams who commit 1+ fouls per match (with a rating of 1.0 or more), while most teams will have a rating between 0 and 0.33 (once every 3 matches someone on their alliance committed a foul). Anyone with a rating of 3.0 or more probably didn't read the rule book...

Of course, there will always be outliers -- such as the random robot that gets teamed with the box on wheels that bangs on the opponent's colored bridge during a balance.
