Subsequent posters are, of course, correct. Technically, my statement is also correct, in that the bottom of the bumpers need to be below 7", but misleading because they need to be 5" or lower to be legal. And pause when you get the chance to marvel at how quickly CD answered the question despite my fuzzy arithmetic. We're still not sure what you had in mind for bumper placement, but we hope we helped whatever you were trying to do.
