It's not unclear if you read http://www.usfirst.org/roboticsprogr...ility-criteria, specifically the section on Merit Based Qualification.

It's Rookie All-Star. Highest Rookie Seed only works to get you there if you can translate it into winning the event. (Most times that doesn't happen.)
