team 1836 has used velcro to attach the other color covering to the bumper. It should be legal, as long as you use strong enough velcro. Last year when we did this, we had a problem of the covering not covering the whole other color. So if you make sure that all of the red is covered, and the velcro doesn't peel of during a match, you should be fine.
