Do you really? I can easily freeze the screen at ~24s to display the timer at zero and the ball in the air halfway to the hoops. (Remember it's when the timer hits zero, not when the teleop count starts.) I'm not sure how you're getting what you see, but regardless I think we're proving just how hard it is to tell these things. The official ruling stands, of course.
