There is a jumper setting that allows you to change VDDIO from a 3.3V supply to a 5V supply; see the notes on VDDIO in the
FRC spec sheet:

The Cypress has labels on the corresponding jumper pins for you to identify which ones you have to switch;
this document has a diagram of which pin headers are J1 and J4.
