The teams that don't have the budget to register let alone transport the kids and robot don't get that chance. Also it gives an advantage to those teams. Then again some of those teams are fairly Inspiring. If i could change one thing though I would put a max on 2 regionals and the second has to at a regional that is in your "region" still. That's my two cents.
