First of all, the video posted by huberje is not of a backhoe, it is of an excavator. Second, both are designed to handle the situations shown, the backhoe just has modified outriggers to help it attach to rail cars.

Here is a promotional video showing some of what excavators are designed to handle.

Look up the Menzi Muck if you want to see a excavator built for extreme terrain.
