3161 is actually ranked 11th in the global OPR rankings (that's three spots below 1114), so
theoretically they are definitely good enough to be first seed (and to be accepted by 1114).
I think they will definitely ask both 1114/2056 before moving on, just by reflex. (Because otherwise ranking first was worthless).
