Multi-competition points

After watching the Troy district this past weekend, I started scratching my head at the fact that two of the winners had already competed in two districts previously, so how would this affect the results for who qualifies for states. Being that the points that they amassed at the competition effectively are removed from the system how does this effect the overall distribution of points? Seeing as over 100 points just left the system.

I was wondering if this scenario has been looked at before?

I am in no way shape or form a part of FIRST anymore so this is just an outsiders perspective.
