It isn't always that simple. There are often multiple responsibilities such as lowering the bridge, clearing balls from under the bridge, stabilizing the bridge and, just in case, salvaging a balance if one robot runs off the end of the bridge. Depending on the strategy, these responsibilities can be spread out between the three bots (as they often are), or they can all be handled by one robot (which I would imagine would be uncommon).
