I think it's a gesture of good faith. It's also a suggestion to help get progress moving on a solution. Deadlines are a great motivator for some reason (though I'd imagine a public failure is at least as good a motivator).
I agree and would add that since it appears FIRST insists on pulling this problem inside where no one can see what's going on or provide insight this is the obligation they create for themselves.

It's also not much of an educational experience for the students or the community because it's all very cloak and dagger.
