Correct me if I am wrong, but I think this is because they have been transitioning the selection criteria from Location based (Indiana teams getting a HUGE boost in selection priority) to almost entirely performance based... Aside from more IN teams applying due to reduced logistics costs (compared to other states), to me, it looks like being an Indiana team is of marginal if any benefit in terms of making the list.
