verital pales == upright poles
The second condition of the goal wager is that the 1" PVC conduits will make up an "fence" of verital poles around the perimeter of the goal.
That is they will be like pales of a fence around the edge of the goal. Imaging an old west fort -- the vertical sharp pointy sticks are pales. Of course, the density of the pales will not be as high as in a fence of this type and they will not be pointy, but you get the idea.
