I'll let others with more swerve experience respond to the other parts, but I can help with this!
What you're looking for is called a
Slip Ring. These were permitted last year per R44.
Slip Rings are, generally speaking, fairly inefficient. You would be much better off limiting your rotation, and it would be technically a simpler solution, I think.
