As others said, extensions can be approved. For things like major FIRST grants, a lot of it happens above the team level. FIRST usually expects some sort of clear team request though, like the email. There may be a bit more pressure on teams who are at all able to pay beforehand (I doubt FIRST wants to track you down if you don't get the grant), but overall it seems they're quite understanding.
Even for teams not waiting on major FIRST-related grants, extensions are available case-by-case. The standard practice is to contact your Senior Mentor (or Regional Director) for help--well before the deadline!--they try to help with resources and, if appropriate, can help with extensions. There are probably other ways to do extensions as well, this just seems to be most common.
Also, at least in MAR (Mid-Atlantic NJ/DE/east PA), teams have additional need-based grant opportunities through the MAR board. I suspect FiM (Michigan) does this as well?
