I sent a message to frcteams@usfirst.org and asked. Here is what I got in response:
Hello Dale,
Thank you for your email. The broadcast will begin at 10:30AM EST. The broadcast will be on NASA TV again this season.
Information on the Kickoff broadcast will be posted to our website here: http://www.usfirst.org/roboticsprogr.../kickoff#Video when it is available. In the meantime, the direct link for the broadcast will be: http://www.nasa.gov/multimedia/nasatv/.
