You won't need to uninstall FRC LabVIEW 2012 (really LabVIEW 2011). You will however need to install FRC LabVIEW 2013 (really LabVIEW 2012). The update you download from the web is just the update for the FIRST components but you need all the regular LabVIEW stuff first.
