www.freewebs.com is GREAT--though they don't provide FTP--and you can get a short redirectional URL from .tk. Type in
yourdesireddomain.tk and if it's not used at the moment, you can register it. This will work with IP's and long url's.
edit:
They only allow 100 megabytes a month. Can't your school host the first site for you?
