Generally for FRC usage a thou under is enough.
The bigger issue is can you actually machine to that kind of tolerance?
A reamer would do it perfectly every time however just using say an endmill on a CNC machine you may be a few thou off due to tool wear causing a press fit to turn into a non fit.
