The limitations on the quantity you can hold applies to both the autonomous and tele-operated portions of the match. Any teams that picked up more than 3 balls during hybrid last year should have received fouls for the infraction.
What is worth noting is that, in both games, game pieces scored in autonomous had the potential to be worth than 3 foul points. Last year a ball scored during hybrid was worth 4-6 points. This year a disc scored in autonomous is worth 2, 4, or 6 points depending on the goal it is scored in. Obviously it doesn't make sense to take fouls in order to score additional discs in the low goal, but it may be worth it to suffer the foul to score in the other two goals (if you're confident in your accuracy).
