I left our WPA field blank and the Utility just turned security on the router off.

Usually we press the Reset button ONLY after the router has been powered up.
Pressing the Reset button while power is being applied causes the router to wipe the firmware. Then the router must have new firmware installed before it will work again.

Try powering the router up fully, then press and hold the Reset button until you get the flashing orange light.
Then reset your laptop to 192.168.0.51 and try browsing to the router at 192.168.0.50

After that works, then run the Config Utility.
Then change your laptop IP to 10.16.77.5 and try browsing to the router at 10.16.77.1
