The correct answer is that you need to try each angle and see for yourself. That means that you should take about 10 shots or more from each angle starting at 0° and going to about 45°. Record how each frisbee flew on a piece of paper and then use that data to decide for yourself, given your exact shooter configuration, what is best.

This is called the experimental method. It is a major part of science and engineering and is good to learn. Good luck.
