What programming language are you using? How are you defining/opening/initializing the two motor outputs? You need to make sure the software matches the hardware. For example, if you tell the code you're using a Victor or a Talon but connect to a Jaguar, your motor will be slower than if you correctly specified a Jaguar in the program.
