That's probably a file system limit.
4GB is the maximum file size for a FAT32 file system.
Larger files just get cut off at the maximum.
You need to be downloading it to storage that uses the latest NTFS.

Most USB sticks for instance, come preformatted with FAT32, so don't try to download onto one of them without first reformatting the stick as NTFS.
