If you could post a picture of the shooter, we might be able to help. A video could help a lot more. What do you mean when you say "half way"? There are a lot of small adjustments you can make that have a large impact in a shooters performance. One main one is to increase the compression between the disc and the wheel(s). Second, make sure your shooter wheel RPMs aren't too high (ie. directly powered to the battery). The problem with this is that the wheels are moving too fast to connect with the disc. Try slowing them down. However, as said before, it's very difficult to diagnose a problem with a lack of details.
