For every design decision we make, we have to weigh the trade-offs. Why is "our tanks have so much capacity that we may not be able to fill them between elimination matches; is that worth the risk?" any different than "we can't figure out how to make room for both floor pickup & climbing on the bot; which is more important?" Whether we like any particular rule or not, some (most? all?) of them are there (at least in part) to
help level the playing field.
