I don't see why having a large number of tanks would be illegal. The conditions your describe aren't mutually exclusive with having many air tanks. A team could simply fill them up on practice day or during breaks. However, an additional condition would have to be added: all tanks used count toward the weight limit, not just the number that would be on the robot at once.
