Most of the setup apps require that you configure the network IP to place the computer and device on the same subnet first.

For the camera, if you are unsure of its IP, hold the reset button for ten seconds when powering it and it will reset to 102.168.0.90. Set the PC to a 192.168.0.6 or similar IP and you should be able to log into the camera for manual configuration or using the setup tool.

I believe the radio programming tool may set the IP for you.

The cRIO imaging tool does not.
