I do not know of anyplace that repairs these and you may not find that very cost effective anyway. I believe the boards may be confromally coated making them difficult to rework. It is unlikely that a commercial site could do this repair for you for less than what you might pay for a new unit.
If these were mine and I wanted to reuse them for a non FIRST activity I would probably try to repair them myself. They most likely have bad MOSFET transistors. Hopefully you can test them with a multimeter and determine which ones need replacing to limit the work. It might also be possible to cut the leads off near the chip and solder a new one to the old leads without needing to fully remove the old ones.
But again, if a lot of transistors are fried, those expensive new motor controllers may start to look like a bargain.
