As to legality, it was asked on Q&A

Q419 Q. Are the older KoP Festo VPLE18-M5H valve legal for use? The specification from FESTO are obsolete, however these valves were legal in previous FRC seasons.

A. To be legal for use, any pneumatic solenoid valve must meet the requirements of all ROBOT Rules, specifically, [R78]-C. Per Section 4.1, the Team is responsible for proving a part's legality during Inspection.

What's the R77 violation?
