The first thing I'd do is to lower the fps or increase the compression, and maybe lower the image size to see if it is just that the router is limiting the bandwidth.

The other thing that has caused this is that an older version of vision was on the laptop and it wasn't licensed. I haven't see this personally, but some teams have uninstalled NIVision and installed the 2013 vision again.
