Where are you moving to?
Make sure you are organized, put together a plan (written or in your head) and go about it.
You'll also need members. From my perspective as a mentor it's been tough to get students to be with us long enough to experience the thrill of FIRST, but perhaps as a student you'll do better.
Parents/School Support. This is the biggest thing that has helped our team become what it is. Mentors are busy as is with being with the team so often that it's not the easiest to take care of logistics or the small things that nobody remembers. We have a great booster club filled with parents that are committed to making this team continue. They stock our break room with too much food, clean the trash out, make sure that we don't lose any students on our trips, etc. On my old team out in NJ, the school provided a lot of the support for this.
