No, District Chairman's gives an automatic bid into the district championship, regardless of robot performance(this year, however, in MAR at least, all teams that won District Chairman's would have qualified for MAR Champs anyway).

The same does not apply to EI. For example, 321 were one of two EI winners at MAR Champs(something I didn't even know was going to happen until the awards ceremony...), but they did not perform well robot-wise and as a result did not "compete" in the event. So basically, EI does not give an autobid to COMPETE in MAR Champs, but the EI winner at MAR champs had to have won it at a district.
