It is disappointing. I talked a little bit with the teacher after the decision was made not to go, and it's mainly because the team was (reasonably) entirely unprepared for qualifying. At the beginning of the season there was no reason to even expect to qualify, so no preparations of any kind (money, human capital, logistical support) were made. So they decided to plan for next year.
In the meantime, the team is focusing on the positives: how well they performed this year (especially at States) and finally winning an award for the robot
