Why? It's a maximum of 21 matches, and might be as few as 14. Even with a six minute cycle time, plus occasional "field timeouts" when alliances have consecutive matches, it almost seems like they're scheduling more time than necessary.
If every round were to use all three matches,
and if each alliance used its time out, it might run long. But I don't think that's very likely.
