The Victor 884's are listed in the restricted hardware list. Thus, they do not fall under the restrictions of electrical parts not listed on the restricted parts list (ie, must be purchased from digikey or FAI, total cost less then 200, single cost less then 100).
They do count for the $3500 limit, though. This has been answered several times on the FIRST forum
