I can't comment on the original intent of spotlights, but as-is from purely a user perspective I think they're great-- I've gotten many laughs and discovered so many interesting perspectives and people that I wouldn't have seen the best of if it weren't for those spotlights. Plus they can be an excellent index of perspectives and important posts that a user has made throughout their time here.
I get that they may have strayed from the original intent, but I think they're something wonderful as it is.
