From where are you downloading it? I don't think there's a sanctioned way to download LabVIEW for FRC. You need to use the files from the installation disc included in the Kit of Parts.
What license key are you using? The one printed on the paper that came with the disc is the wrong one. You need to use the one in the
installation instructions.
