I'm pretty sure it's a TTL level converter, since it's labeled as a TTL to RS-232 converter. 
One came with the KOP in 2005, 2006 & 2007 , search for "TTL" (see photo IF114.jpg at the end of the 2007 list).
You may have been fooled by three additional pins that are recessed in a female connector at a right-angle to the male pins.

The 3-pin female connector attached directly to an IFI robot controller (TTL) while the 3-pin male connectors connected via PWM cable to the CMUCAM (RS-232).
