If it's an Android smartphone (I don't know about iOs or Windows Phone 8, and the answer is 'it's impossible' if it's not a smartphone), you could root and use tether, or FoxFi for tethering (I feel like I read somewhere on XDA Developers that it no longer works...maybe that's just on 4.3+).

BUT

if you did do that at an FRC event, that would be illegal per last years rules, and probably illegal per this year's rules and is EXACTLY what FIRST had volunteers looking out for at Championship last year.
