This is a big thing in brainstorming/design discussions in general, and is one of the things you should strive to promote as a mentor. It's very easy for discussions to be "held captive," so to speak, by a handful of very vocal members. This is bad practice - it makes it easier to fall victim to groupthink and harder to see viable alternatives. Making sure that the more reserved people speak their minds is difficult, but will have far better results.
