This is one of the greatest classics, but I think it gets a great deal of credit to match, at least among anyone with a soul. So I wouldn't call it most underrated, but what a great film.
How about
A Goofy Movie? It is nearly pure genius, yet it is snuffed in the line of Disney classics. Great soundtrack, great characters, great plot, great attention to detail--the list goes on and on.
Check the map, Goof. This movie's underrated.
