This is quite similar to the method 449 adopted last year, which worked reasonably well. We have a large group discussion in which everyone can speak their minds, and then a smaller discussion amongst team leadership where a consensus is reached.

In previous years (read: when I was a student), we had the whole team vote during downselect meetings. It was a nightmare. I hope to never do that again.
