Personal opinion is that it's another cipher with nothing to do with ZIP codes or years but here's what Wikipedia has to say about 1963 in science:

-Geneticist J. B. S. Haldane coins the word "clone".
-Edward Lorenz publishes his discovery of the 'butterfly effect', significant in the development of chaos theory.
-November 23 - First episode of science fiction television series Doctor Who broadcast by the BBC in the United Kingdom.

Something else interesting but probably irrelevant:
8/2/1934: Hitler becomes Fuhrer
