Voting in general is a bad idea.
I'll give an example.
There is an issue on which the team is more or less evenly divided. Take the 10 smartest people and ask them. One of two things is likely to happen. The first possibility is that they are evenly divided. In that case, it means that intelligence in no way affects the decision, so you might as well flip a coin. The other possibility is that all 10 will agree on one side. That means that that choice is the correct one, but democracy prevents it from being made.

On the other hand, you board doesn't strike me as the best way of getting things done. I say to choose a build captain in an objective way, such as a series of tests.
